What can you do about a company (Sprint) that keeps promising sales bonuses, pay increases, etc?

Employees have worked very hard for bonuses that keep being delayed. Moral is low and people are quitting on paydays. The top bosses do not return phone calls and will not meet with the employees. Many people are looking for other jobs. What can we do in this situation? Thank you.
